Introduction

Risk is the exposure to the possibility of such things as economic or financial loss or gain, physical damage, injury or delay, as a consequence of pursuing or not pursuing a particular course of action.

In any sporting association the variety of activities and participants exposes the association to risk. Risk Management is the process by which risks are identified, evaluated and controlled.

Objectives

This policy is designed to meet the following objectives:

  • To ensure the safe and professional conduct of all Brisbane North Junior Cricket Association (BNJCA) cricket events
  • To define the associations appetite for risk
  • To minimise incidents and harm to participants, property, spectators and general community
  • To improve and preserve the reputation of BNJCA to people in the general community

Accountability and Governance

The Management Committee is accountable for the management of risk for BNJCA.

The Administrator is responsible for the management of risk for BNJCA.

Volunteers are responsible for the assessment of risks within their area of volunteering and may consult with the Management Committee, the Administrator and/or subject matter experts to fulfil their responsibilities in regard to the assessment of risks.

Risk Management Plan

A risk management plan must be developed to ensure that risks are managed consistently and effectively.

The Administrator must conduct regular risk audits to ensure that the risk management policy and process are being followed.

The assessment of a risk should consider the likelihood of a risk event occurring and magnitude of harm to BNJCA or its stakeholders if the risk event occurred.  The assessment of a risk should also take into consideration the threat landscape, vulnerabilities, assets, individuals and other organisations.

Reporting and Recording Risks

Risks must be tracked in a Risk Register.

The Risk Register must be presented to the Management Committee prior to the regular monthly meetings or when requested by a member of the Management Committee.

The Risk Register should be updated whenever there are significant changes to the BNJCA operating environment, threat landscape, asset value or mitigating controls.

 

The following detail must be provided for each risk in the Risk Register:

  • Risk Description (Event, cause and consequence)
  • Acceptable risk level
  • Inherent risk level (including likelihood and consequence) – This is a rating of the risk prior to any treatment of mitigating controls being applied
  • Target risk level (including likelihood and consequence) – This is the rating of the risk with all necessary controls/actions in place and fully effective
  • Treatment actions
  • Treatment type
  • Treatment completion date
  • Effectiveness of control/action
  • Last assessment date
  • Next assessment date
  • Current risk level (including likelihood and consequence) – This is the rating of the risk with the current controls/actions in place including consideration of their current effectiveness

 

The following details should be provided, if available, for each risk in the risk register:

  • Location
  • Single loss event cost
  • Events per year
  • Treatment action costs
  • Treatment action time requirements

 

All risks must have treatment actions assigned to reduce the level or rating of the risk to the level of the acceptance criteria.

All staff and volunteers have a responsibility to inform the BNJCA Administrator regarding any new Medium and High risks.

Monitoring of Performance

After any significant incident, event or change, an analysis will be conducted to learn from both successes and failures. This will include the use of root cause analysis. Learnings will be reviewed to reduce likelihood or consequence of a repeat occurrence, where possible.

Assistance for affiliates

While the Association organizes a summer competition for under 8 to under 16 teams on behalf of its affiliated clubs, it does not have a presence at games, and the grounds are the responsibility of clubs (all grounds are ‘aligned’ to the clubs). The games are overseen by the competing clubs and officials (volunteer parents) from the clubs are responsible for their conduct.

As the governing body for junior cricket in the Brisbane North region, the BNJCA will provide advice and assistance to affiliated clubs regarding the development and implementation of appropriate policies for child protection, and the development of Risk Management Plans to ensure that children can play and enjoy cricket safely and free from harm.

Insurance Cover

Coaches, Administrators and Players registered with junior cricket clubs in Queensland are automatically covered by Cricket Australia’s national insurance scheme. This National Scheme is administered by a Melbourne based broker, JLT Sport, and all enquiries and claims should be directed to them.

How To Make A Claim

  • Public Liability, Professional Indemnity and Associations Liability Claims: It is essential that you notify JLT Sport immediately of any potential claim. It is also extremely important not to admit liability or discuss the matter with the third-party person. JLT Sport will then guide you as to the next step in the process
  • Personal Accident Capital Benefit Claims: If there appears to be a potential for a capital benefit claim for permanent or partial impairment, please notify JLT Sport immediately. Claims personnel will advise you on what you will need to do next.
  • Non-Medicare Medical Claims

 

Firstly, report the claim to JLT Sport. This can be done one of three ways:

  • By downloading the claim form from the www.bnjca.org.au link and forwarding the completed form and medical accounts to: JLT Claims Management Services, PO Box 7170, Hutt St, South Australia 5000
  • By phoning the JLT Sport Claims team on 1800 640 009. This is a toll-free number anywhere in Australia. Claims staff will help you with your claim and send a claim form to you for completion. You will be required to complete the form and return with any medical accounts for reimbursement.
  • By completing a claim form.

Review of this Policy

This policy is subject to regular review by the Risk and Safety Committee and will be amended (as appropriate).  Acceptance of a new release of the policy will be supported by a motion from a Management Committee meeting.

Inconsistency with the Association’s Constitution

To the extent there is any inconsistency between this policy and the BNJCA Constitution, the Constitution will prevail.

Currency

This policy is current from the published date at the beginning of this document.

This policy remains current until superseded by another Risk Management Policy with a later date of currency.
